If you're running it 24/7 out of your apartment and telling everyone about it, then you do deserve to get caught and it would be much easier to find the source of the interference to implicate you criminally. The FCC can't do anything more than try to question you (and you can refuse to talk to them) and try to take signal readings outside your residence.
